Oct. 31, Victoria, Hong Kong, 8th August, 1848-
I have the honour to acknowledge the
receipt of Your Lordship's Despatch. No 19 of the 30th March last.
In my Despatch No 13 of the 29th April, I stated to Your Lordship that I did not conceive that the Chief Justice had greater claim to an exemption from performance of the duties of his office, than myself or any other of the Heads of Departments in this Colony; and a further residence here has satisfied me that such an arrangement as that contemplated by the Chief Justice, cannot be adopted without its working positive injury to the Public service as well.
